Goals govern loops. Loops execute workflows.

A named workflow is a versioned command contract. The router chooses it deterministically, assembles only declared knowledge and capabilities, preserves authority, and begins a hash-chained run that refuses completion without ordered stages, proof, decisions, and writeback.
